Temporary Protection Directive: Rights of Ukrainian Refugees in the EU

EU Temporary Protection for Ukrainians — residence rights, work access, social services, and the pathway to long-term status.

The EU Temporary Protection Directive, activated for Ukrainian nationals fleeing the conflict, continues to provide immediate protection across all member states. This framework grants residence rights, work authorization, and access to social services without requiring individual asylum applications.

Rights Under Temporary Protection

Beneficiaries receive a residence permit valid for the duration of the protection period. They have immediate access to the labor market without work permits, can enroll children in school, and receive emergency healthcare. Social assistance and housing support vary by member state but are available in all EU countries.

Freedom of movement within the EU is guaranteed, allowing beneficiaries to choose their country of residence. However, social benefits are typically provided only by the member state where the person has registered their residence.

Transition to Long-Term Status

As the protection period continues, many beneficiaries are transitioning to standard residence permits. Time spent under temporary protection counts toward the requirements for permanent residence and citizenship in most member states. Individual member states have introduced various integration programs to support this transition.
