How to Apply

Foreign residents can obtain a PESEL number by registering their address (zameldowanie) at the local municipal office (Urząd Gminy or Urząd Miasta). The registration automatically generates a PESEL number. Required documents include a valid passport, residence permit or visa, and a rental agreement or property document confirming your address.

Those who cannot register a permanent address can apply for a PESEL number directly at the municipal office by submitting an application explaining the legal basis for the request, such as tax obligations or employment.

The PESEL number is required for signing employment contracts, opening bank accounts, registering with the NFZ health system, filing tax returns, enrolling children in school, and accessing most government services.
